I am going on an EF tour to Costa Rica & I’m 15 what should i wear? Am I allowed to wear shorts & flip flops?

Dress about as you would at home. Maybe dress slightly more conservatively if you want to avoid comments you won’t understand.
Shorts and flip flops are fine, sandals are better. But not tight short shorts.
You need to bring sneakers and extra socks, your itinerary shows a lot of wet spots. Also bring clothes for cool wet weather generally, an extra sweater, a light water proof windbreaker. Make sure you can start each day dry or you will spend your time miserable.
